Fine is the General Manager of SPBD Tonga and is the first Tongan to serve in this top post. Fine brings more than 30 years of professional experience to her role. Prior to assuming the GM role, Fine served as the Finance and Administration Manager for SPBD Tonga for 8 years (2010-2018). In her senior management positions, she has helped to drive the success of SPBD Tonga. Prior to joining SPBD, Fine spent 21 years working for Tonga Development Bank, including 7 years as the Manager of Finance and Budgeting and 4 years as Assistant Manager of the Loan Division.

Fine holds an MBA and BA in Banking and Financial Management from the University of the South Pacific (USP) in Fiji. She is a Certified Public Accountant (CPA), and she has also attended numerous international trainings and workshops covering various areas including IRFS (International Accounting Reporting Standards), Financial Inclusion, Micro & SME Banking, Risk Management and Strategic Planning & Financial Analysis.
